This seminar concerns the problem of characterizing optimal transport plans in the Monge-Kantorovich problem, with possibly infinite cost functions. More precisely, we are interested in the $c$-cyclical monotonicity condition. It is known that this condition is necessary, and generally not sufficient, for optimality. Nevertheless, it becomes sufficient together with other assumptions: this has been proven separately when the cost is a.e. finite, or continuous, or the marginals are purely atomic measures. We would like to discuss a more general procedure, to decide about the optimality of a $c$-cyclically monotone transport plans, which gives also another prove of the above cases.
